TOWN OF BLACK CREEK--2017 Board of Review (BOR) Minutes

The Town of Black Creek’s Board of Review was called to order at 6:00 p.m. on Thursday, June 28, 2017 at the Black Creek Town Hall located at N6051 Twelve Corners Road, Black Creek, Outagamie County, Wisconsin.
Present: Justin Schumacher-Town Assessor with Borree Appraisal Services Inc., Supervisor #1 Dan Rettler, Supervisor #2 Tom Neubert, and Elected Town Clerk Karen Herman. Alternate Bill West is a resident of the town and is replacing Chairman Dan Knutzen, who is excused from the BOR tonight.
Herman recorded the BOR meeting and swore all the following people in: (each individual stated their name and address) Justin Schumacher (Assessor), Borree Appraisal Services Inc., P.O. Box 920, Kaukauna, WI 54130

Nominations for Chairman--
Rettler Nominated Tom Neubert as Chairman. There were no other nominations. The nominations were closed. MOTION: Herman/Rettler to have Tom Neubert as Chairman for the Board of Review. All said aye. 0 opposed. Motion carried.
Karen Herman, is an elected clerk and is a proper member of the BOR. Herman, Rettler, and Neubert have completed the training that is a statutory requirement where at least one member of the BOR goes through certified training within 2-years of this meeting.
Herman – The Ordinance to appoint alternate members for the Board of Review and the Ordinance relating to confidentiality of income and expense records were both posted on April 12, 2017 at our 3-posting places which are the Clerk’s home-N5295 12 Corners Rd, town hall posting board, and the Village Library/Community Center government posting wall board and the Town’s website (www.blackcreekwi.org).
On May 8, 2017, a meeting was held to Adjourn the Board of Review until today, June 28, 2017 because the 2017 assessment roll was not completed at that time. The agenda for the May 8th meeting was posted according to the open meeting law on April 18, 2017 at the three posting places, the front door of the Town Hall, the Town’s website, and in the Advertiser Community News/Times Press newspaper dated April 24, 2017.
The Open Book from 4 -6 pm today and tonight’s Board of Review meeting notices were posted in the ACN/Times-Press newspaper on Monday, June 12, 2017 as required by law within the 15-day time requirement. The notices were posted at the three posting places, town’s website, and Town Hall front door on June 5, 2017.
Herman – I received the 2017 Assessment Roll on Thursday, June 22, 2017 and reviewed the roll.
Herman -- The open book was today June 28, 2017 from 4 pm – 6 pm. The Assessor was present for 2 hours as required by state law.
Assessor -- The estimated level of assessment is at 98.56%.
Herman -- The Assessor signed the Affiliative and the Affidavit does state that the assessor mailed the change notices on 6/13/17 or 15 days before this meeting.
Assessor -- The Assessor provided the Guide for Property Owners, the Appeal Guide for Wisconsin Real Property Owners, and the Assessment Roll Book were available at the Open Book.
Herman -- No objections were scheduled for the BOR tonight. The tape recorder was turned off and we waited to see if any members come to the Board of Review until 8:00 p.m. tonight.
With no other people attending and/or being scheduled for the Board of Review by 8:00 p.m. tonight, a motion was made to adjourn. MOTION: Herman/Rettler to adjourn. All said aye. Motion carried.
The Board of Review for 2017 was adjourned at 8:01 p.m.
