MONTHLY BOARD OF SUPERVISORS MEETING
March 16, 2017
Thursday, March 16, 2017 7:00 p.m. Town Hall
The Board of Supervisor’s meeting was called to order at 7:05 p.m.
Officials present: Chairman Dan Knutzen, Supervisor 1 Dan Rettler, Supervisor 2 Tom Neubert, Treasurer Jeri Ohman (left meeting at 8:17 p.m.), and Clerk Karen Herman.
Sheriff’s Department: No one present.
Residents present: Darrin Stingle (left meeting at 8:23 p.m.) and Mike Garvey (left meeting at 8:08 p.m.).
Others Present: Jay Wendt with Wisconsin Technology Networking (left meeting at 7:16 p.m.).
The agenda was posted according to the open meeting law on March 8, 2017.
MOTION: Rettler/Neubert to dispense the reading and approve the February 13, 2017 Town Board monthly Meeting Minutes. All said aye. Motion carried.
#1—John Schuh – Garage with Electric
a.) Sheriff Department– No one present.
Contact Gary Shortess with the Outagamie County Sheriff’s Department and ask if he could be a guest
speaker at our annual meeting this year. He could give us a sheriff’s department update.
b.) Garbage/Recycling Contract Ending 12/31/2017 with Harter’s Fox Valley Disposal–
Contact Andy Gayhart with Harter’s Fox Valley Disposal and ask if he could be a guest speaker at our
annual meeting this year. Topic can be recycling/garbage carts versus not having carts.
Contact Chris Miller with Outagamie County Recycling and ask if she could be a guest speaker at our
annual meeting this year too. Topic can be recycling stretchy plastic bags and packaging.
c.) Annual Meeting – Wednesday, April 19, 2017 at 7:00 p.m./Newspaper Notice/Food and Drink Setup –
4-H will supply the food again this year and Rettler will purchase the drink.
Since the hall will be setup for the April 4 Spring Election, the 4-H will change their meeting date from
April 3 to a different time (thank you).
Clerk will have the annual meeting notice published 1-week before the meeting.
Tentative guest speakers are the following and are mentioned above: Gary Shortess, Chris Miller, and
d.) Wisconsin Technology Networking—Working in the Road Right of Way Permit Extension, Hample Road,
100 Ft Tower Installation – Jay Wendt with Wisconsin Technology Networking was present. They will let us
know when the work will be done. They would be using a boring rig and crane so the road weight limits
were discussed. Knutzen will extend the original permit from last year.
MOTION: Neubert/Rettler to approve the Wisconsin Technology Networking, working in the road right of
way extension permit. All said aye. Motion carried. There was no charge for the extension.
e.) Budget Resolution #03-2017 – Not needed for this meeting.
f.) Review the Treasurer’s Report with Receipts, Disbursements, Checking, and Money Market Accounts for
Totals from the Previous Month – MOTION: Neubert/Rettler to accept the treasurer’s report, transfer
$45,200 and accept and pay the bills. All said aye. Motion carried.
g) Clerk Presents Bills and Transfers Money to Pay Bills– MOTION: Neubert/Rettler to accept the bill with 2
extra cents paid to Marco. All said aye. Motion carried.
Darrin Stingle was present to express interest with doing town road work.
h.) Setup Free Tire Recycling and Scrap Metal Collection for Saturday, April 15, 2017–Clerk will have the
newspaper publish the notice 1-week before the collection day. Neubert will contact recycler.
i.) Town Hall –RJM Construction Pavilion Plans/Storage Shed – Tabled until the next Town Board Meeting.
Verizon Phone Upgrade – The plan upgrade would be $140 per month plus tax for 4 phones with
unlimited texting and calls and 4 gigabytes of internet. Two new LG Revere phones for Rettler and
Neubert will need to be ordered right away due to phone issues.
MOTION: Neubert/Rettler to go with an updated contract and order new phones and jetpack. All said
aye. Motion carried.
Farm Bureau Member Service Property Signage Award Posting –MOTION: Neubert/Rettler to put signs
up. All said aye. Motion carried.
j.) Roads – Set Date to Install Weight Limit Signs on Town Roads–February 27, 2017 installed weight limit signs.
Take Down Weight Limit Signs on Town Roads – Tabled until the next town board meeting.
Wolfgrams – State Rd Curve Change Speed Limit to 45 MPH – South of Ott Rd – Discussed issue. No
action from the town board at this time.
Town Signage Stolen and Vandalized on Roads – Loss Reporting Insurance– Pricing is being looked into
and the insurance company will be contacted. Ledgeview road name sign found on County Rd PP.
k.) Planning Commission –
February 23, 2017 Planning Commission Meeting 6:00 p.m. —
3/23/2017 at 6:00 p.m. will be the next planning commission meeting.
Creation of Base Farm Track Map – The Planning Commission is currently working on the Base Farm Track
Official Zoning Map Needed According to Approved Ordinance #01-2015 – No Reviewed
Comprehensive Plan Yearly Implementation of Chapter 12 in 2017 – Not Reviewed
Zoning and Planning Consultant—Not Reviewed
l.) Permits Issued/Approvals/Violations(Building & Misc.)
We Energies WR3784463, New Underground Electrical Service, Hample Road – MOTION: Neubert/Rettler
to approve the road right of way permit for We Energies WR3784463. All said aye. Motion carried.
Review Electrical Service Upgrade Fee with Building Inspector – MOTION: Knutzen/Neubert to keep $10
and give building inspector $40. All said aye. Motion carried. Building Inspector charged $50 for an
electrical service upgrade fee for Rick Monday but the cost is $60. Building Inspector charges $50 for
other communities but the town would like to continue their cost at $60 for an electrical service upgrade.
Clerk will notify the Building Inspector.
CenturyLink Bore Beneath Hample Road Permit – MOTION: Neubert/Rettler to accept work order N213250 permit. All said aye. Motion carried. This work is for Tracker Parts on County Rd A. Clerk will email the approved permit and bill CenturyLink $50.

Chairman Sign Utility Right of Way Permits Before Approval – MOTION: Neubert/Rettler to approve that
the Chairman has the ability to sign permits before approval for utility, road right of way, bore beneath
road, and heavy load permits. All said aye. Motion carried. The Chairman will need make sure the
permit appears on next month’s agenda for town board approval.
Review We Energies Reporting Permit Style – We Energies has asked the town board if they would
consider using a standard We Energies permit for road right of way/boring beneath the roads permit
because the town’s permit does not require much information. MOTION: Neubert/Rettler to approve
that we will use We Energies sample permit for We Energies only. All said aye. Motion carried. Clerk will
notify We Energies of this motion and that they should include “Town of Black Creek” in the header of
m.) FIRE/AMBULANCE – PAST DUE FIRE/RESCUE RUNS –
Chelsey Keller $797.50; Stephanie Manka $200.00; Peter Keberlein $200.00; Jamie Nerious $200.00;
Fisk $200.00; Johnson $200.00; Richley (3) $606.00, $436.00, $556.00 –
New Ambulance Runs – Colwitz $606.50; Kirmsee $200.00; McGlinn $200.00 –
Town Ordinanceneeded for Fire Dept. to Bill Insurance Companies for Runs –
Clerk will forward the New ambulance runs $200 Wakeley and $200 Young to the town’s attorney and
ask that a letter be sent.
2% Fire Dues—Clerk’s Online Verification Document Approval– The board signed the clerk’s report
which lists all the documents she has received from Black Creek Fire Department. The town board’s
signatures signifies that the clerk received a complete list of all records for 2016. The clerk has
completed the self-certification online on March 3, 2017 so the Black Creek Rural Fire committee will
receive the 2% Fire Dues payment.
n.) Ryan Rohan – Hwy 54 Recycling Compliance Results –Tabled until the next board meeting.
o.) Elections: New Election Equipment Procurement for 2018 –Clerk reviewed the County Finance Meeting
Minutes. We are waiting to receive an agreement for new election machines from the county.
2/21/2017 February Primary—Election Workers-Training Public Test 2/16 – 3 election inspectors worked
each shift. Clerk performed inspector training on 2/16 along with the public test.
4/4/2017 Spring Election—Election Workers, Training, Public Test 3/30 – Clerk informed the board that
she would like to get 2 additional chief inspectors. Lois Lemke will be retiring after the April election.
Planning to have 5 people work each shift and1 greeter each shift for the April Election.
p.) Review and Revise the Records Access/Fee Ordinance – Clerk has been waiting to receive
documentation from the Wisconsin Elections Commission. Tabled until the next board meeting.
q.) Backup Internet Emails Quote/New Internet Service -- Tabled until the next board meeting.
r.) Renew Building Inspector Contract, All State Inspection, Paul Hermes – 3 Year Term 4/8/2017 – 4/8/2020--
Act 211 Electronic Building Permit System/Reporting/Standard Form --MOTION: Neubert/Rettler to
approve Act 211 authorization of authority to Paul Hermes and approve the Building Inspectors Contract
for 4/8/2017 – 4/8/2020. All said aye. Motion carried. Clerk will mail 2 original documents out for Paul
Hermes to sign and to return one original.
s.) County Preliminary Consultation Checklist Reports or Certified Survey Map (CSM)
--Walter Hess 010039900 –The following is the Planning Commission Motion from 2/23/2017:
MOTION: Knutzen/Lemke to recommend that the Town Board approve the Walter Hess CSM. All said
aye. Motion carried.
MOTION: Rettler/Neubert to approve the split & will sign the official CSM once received. All said aye.
Motion carried. Permit was signed tonight. Clerk will contact surveyor for the original CSM document.
--Doersch Property – Parcel #010-0246-00 and 010-0246-01. Planning Commission will be review at the
next Planning Commission meeting.
All paybacks from all jurisdictions were received in regards to the Helser tax payment.
Correspondence taken care of.
Total Bills for March 2017: Fox Communities Credit Union = $44,044.82
