MONTHLY BOARD OF SUPERVISORS MEETING

April 10, 2017
    

Monday, April 10, 2017                                       7:00 p.m.                                             Town Hall

The Board of Supervisor’s meeting was called to order at 7:00 p.m.  

Present:  Chairman Dan Knutzen, Supervisor 1 Dan Rettler, and Supervisor 2 Tom Neubert; Treasurer Jeri Ohman (left meeting at 7:42 p.m.), and Clerk Karen Herman.
Residents present:  Ralph Volkman (left meeting at 7:30 p.m.); Mike Garvey; and Mike Bissing (came at 7:01 p.m.)

The agenda was posted according to the open meeting law on April 6, 2017.
 
MOTION:  Neubert/Rettler to dispense the reading and approve the March 16, 2017 Town Board monthly Meeting Minutes.  All said aye.  Motion carried.   

Building Permits:
None

 

a.)  Sheriff Department– No one present.       

b.)  Oath for New Term 2017-2019 Elected Town Officials
       The Oath was read out loud and papers were signed. 
       The new term 2017-2019 elected officials are:      
       Chairman Dan Knutzen
      1st Supervisor Dan Rettler
      2nd Supervisor Tom Neubert
      Clerk Karen Herman
      Treasurer Jeri Ohman
      Constable Mike Garvey (1st term)

Ralph Volkman expressed concern, with the storage units on County Rd A, that use of a toilet is going through an eave trough and then into tile.  Knutzen verified that this location has two restrooms, in two buildings, with holding tanks.

Hample Road 100 ft. tower situation resolved.  Engineers from Chicago placed the tower too close to the road.  Knutzen notified them to move the tower to the backside of the right of way.

Mike Bissing is interested with mowing the town ditches and putting a bid in.  Coverage of insurance for road work was discussed.

c.)  Annual Meeting – Wednesday, April 19, 2017 at 7:00 p.m./Guest Speakers
       The Annual Meeting agenda was reviewed.

       MOTION:  Knutzen/Neubert to approve the 2016 Annual Report.  All said aye.  Motion carried.

       MOTION:  Rettler/Neubert approved to start now, .535 cents per mile.  All said aye.  Motion carried
       The mileage rate has changed to .535 cents per mile starting 1/1/2017.  This rate is used to calculate the
       reimbursement of mileage on our wage sheets.

d.)  Set Date to Audit Books in MayMay 8, 2017 at 6:45 p.m.

e.)  Budget Resolution #03-2017Not needed for this meeting.

5/16/2017 WTA Workshop – No one attending.

f.)   Review the Treasurer’s Report with Receipts, Disbursements, Checking, and Money Market Accounts for
      Totals from the Previous Month

       
g)   Clerk Presents Bills and Transfers Money to Pay BillsMOTION:  Neubert/Rettler to accept the treasurer’s
       report, accept and pay the bills, and transfer $24,000.  All said aye.  Motion carried.

h.)  Tire Recycling and Scrap Metal Collection Set for Saturday, April 15, 2017Tom will be working the
      collection in the morning and Rettler will take over at 11 a.m.  The dumpsters will be brought here on
      Friday.  The Clerk will have the 2016 Receipts/Disbursements printed reports available if people ask for a
      copy at the collect.  The copies will be on the board table where Tom sits.

 i.)  Town Hall –RJM Construction Pavilion Plans/Storage ShedKnutzen requested plans from Seymour
       Lumber.
       Verizon Phone UpgradeClerk purchased new phones for Rettler and Neubert.  The new upgraded
       jetpack locks us into a 2-year contract with Verizon. 
       Skinkis Lawn & Landscape Contract MOTION:  Rettler/Neubert accept the Skinkis contract to mow the
       lawn for $85 per occurrence.  All said aye.  Motion carried
       Town Septic System Maintenance (POWTS) Report Neubert contacting Geenen Septic to pump (was
       previously J & L). 
       Backup Internet Emails Quote Received no quotes.     

j.)   Roads – Take Down Weight Limit Signs on Town Roads– Today 4/10/17, the County took their weight limit
       signs off the roads.  The Town of Black Creek will be working, on Wednesday, to take the weight limits
       signs off the town roads.   
       Town Signage Stolen and Vandalized on Roads – Loss Reporting Insurance – Some of the stolen or
       vandalized signs includes the following:  Culbertson -- Broken sign; Mayflower-wood post; (N) Ballard
        Rd -- Speed Limit 45 mph; Genske Rd – Bent both pipes on both ends and took sign on Cnty Rd P;
        Jackman and Stingle Rd – Took everything, both signs and pipe, stop ahead sign; Ballard Rd – No
        through signs & weight limits and two rough road signs.  New signs have been ordered and invoiced to
        the insurance company.             

 k.)  Planning Commission – April 26, 2017 Planning Commission Meeting 6:00 p.m.
       Creation of Base Farm Track Map
– The Planning Commission is currently working on the Base Farm Track
       Map.

       Official Zoning Map Needed According to Approved Ordinance #01-2015Not Reviewed

       Comprehensive Plan Yearly Implementation of Chapter 12 in 2017 – Not Reviewed
       Zoning and Planning ConsultantNot Reviewed; Tabled until the next town board meeting.

Road work:
--Krueger East of 12 Corners – soft road (Knutzen would like this looked into)
--Ott Rd – Culvert humped at angle, cut out and chip seal with ground-up blacktop.
--Twelve Corners Rd – by Bill West’s home.  West side plugged, large hole in culvert.  Take ends off and put
   new ends on it.  Try to fix instead of removing the road.

 l.)  Permits Issued/Approvals/Violations(Building & Misc.)
      Wisconsin Technology Networking—Working in the Road Right of Way Permit Extension, Hample Road,
      100 Ft Tower Installation
Tower being moved to the back of the right of way on Hample Rd. (additional
      information listed under item (b) above)

The building permits for tonight’s meeting will be submitted by Retter at the May town board meeting.

Clerk received a Storm water/Erosion Control permit from Outagamie County for Jeff Schuh.     

m.)  FIRE/AMBULANCE – PAST DUE FIRE/RESCUE RUNS –
        Chelsey Keller $797.50; Stephanie Manka $200.00; Peter Keberlein $200.00; Jamie Nerious $200.00;
        Fisk $200.00; Johnson $200.00; Richley (3) $606.00, $436.00, $556.00
        New Ambulance Runs – Colwitz $606.50; Kirmsee $200.00; McGlinn $200.00 –         
 
        Town Ordinanceneeded for Fire Dept. to Bill Insurance Companies for Runs
        Clerk forwarded the new ambulance runs for $200 Wakeley and $200 Young to the town’s attorney and
        asked that a letter be sent.       

n.)  Ryan Rohan – Hwy 54 Recycling Compliance ResultsTabled until the next board meeting.

o.)   Elections:  New Election Equipment Procurement for 2018We should receive the procurement
        agreement in April.
        4/4/2017 Spring Election Results – Chief Inspector Lois Lemke and Election Inspector Judy Samson have
        retired from working elections.  Thank you for all the years working, withstanding all the continuous
        (never ending, always changing) election training, and your astonishing dedication.  It was greatly
        appreciated, you both will be missed.  Congratulations to our new Town Constable Mike Garvey! 

p.)   Review and Revise the Records Access/Fee OrdinanceClerk has been waiting to receive
       documentation from the Wisconsin Elections Commission. 

q.)  Set Date for Open Book and Board of Review – The Open Book will be from 4 p.m. – 6 p.m. and the Board
       of Review will be from 6 p.m. – 8 p.m. on Wednesday, June 28, 2017.  On May 8, 2017 at 6:40 p.m., the
       Board of Review will meet and adjourning to June 28, 2017 because the books for the Town of Black
       Creek have not been completed at this time.  The Clerk will post the adjournment notice in the
       ACN/Times Press April 24, 2017 Newspaper.
      Approve Appoint Board of Review AlternatesMOTION:  Neubert/Rettler to appoint the alternates for the
      Board of Review.  All said aye.  Motion carried.  The alternates are:  William West, Lee Lemke, Brian
      Gruendemann, Bev Neubert, and Jeri Ohman.
      Approve Ordinance Relating to Confidentiality of Iincome and Expense Records
      MOTION:  Rettler/Neubert to approve the Ordinance for Confidentiality of Income & Expense Records. 
      All said aye.  Motion carried

r.)  County Preliminary Consultation Checklist Reports and/or Certified Survey Map (CSM)
     --Doersch Property 010024600 and 010024601
The following is the Planning Commission motion from
     3/23/2017 Planning Commission meeting:  
     MOTION:  West/Lemke to recommend that the Town Board approve the Doersch land split
     with the CSM.  All said aye.  Motion carried
     MOTION:  Rettler/Neubert to approve the land division for Doersch/Labinski.  All said aye.  Motion carried.   

     Kirk Joachim 010019300–Reviewed preliminary.  This will be reviewed at the next Planning Commission
     meeting on 4/26/2017 at 6 p.m.

     Lang Landscaping 010008400, 010008402, and 010008800– This will be reviewed at the next Planning
     Commission meeting on 4/26/2017 at 6 p.m.

s.)  Garbage/Recycling Contract Ending 12/31/2017 with Harter’s Fox Valley Disposal– Andy will bring a
       proposal to the town board at the Annual Meeting.

t.)  2017-2018 Licensing – Clerk will be receiving the licensing paperwork back from Romy’s and BC
      Sportsman’s Club by 5/1/2017.
 

Correspondence taken care of.
 

Total Bills for April 2017:  Fox Communities Credit Union = $24,062.70
