MONTHLY BOARD OF SUPERVISORS MEETING
February 13, 2017

The Board of Supervisor’s meeting was called to order at 7:00 p.m.
Officials present: Chairman Dan Knutzen, Supervisor 1 Dan Rettler, Supervisor 2 Tom Neubert, Treasurer Jeri Ohman (left meeting at 7:45 p.m.), and Clerk Karen Herman.
Sheriff’s Department: Deputy Sheriff Brian Brozewski (left meeting at 7:37 p.m.)
Residents present: Mike Garvey (left meeting at 9:16 p.m.)

MOTION: Rettler/Neubert dispense the reading and approve the minutes from the January 12, 2017 Audit Hearing. All said aye. Motion carried.

a.) Sheriff Department– Deputy Sheriff Brian Brozewski was present to discuss town issues. He will notify the
County Sheriff’s Dept. Scheduler that our March town board meeting date has been changed to
Thursday, March 16, 2017. A suggestion to have Gary Shortess, County Sheriff Dept., be guest speaker at
our Annual Meeting in April.
b.) Darrin Stingle – Tile on East Side Ditch on State Rd, 300 Ft. to Creek from Baumann Property to South of
Creek– MOTION: Neubert/Rettler to allow Darrin Stingle to work in the Road Right of Way on the East
side of State Rd from Baumann to Creek. All said aye. Motion carried.
c.) Campground Located at W4096 Kropp Rd, Tim Manka Property –Attorney has sent out the cease and
desist letter. Clerk has not received a copy of the letter for town records. Take off agenda.
d.) Information on Wisconsin Technology Networking for Equipment Installed on Hample Road, 100 Ft Tower–
Jerod Hanaman was present to discuss tower questions. Sprint will be licensed first with this nationwide
deployment of equipment. The tower will not mean a better WIFI connection but we should see benefits
in the future with moving the 5G data faster. This is a data transport tower using radio frequency. Data
and texting should have a better connection for less dense areas. No required lighting needed but it
can be added. The tower will be located on the outside of the right of way on Hample Rd. No
interference with televisions. This will be an unclimbable steel pole. Put on March’s agenda to extend
old right of way permit application.
e.) Budget Resolution #03-2017 – Not needed for this meeting.
f.) Review the Treasurer’s Report with Receipts, Disbursements, Checking, and Money Market Accounts for
Totals from the Previous Month – Discussion took place that tax payers need to be notified that they can
mail in their tax payment along with their dog license request.
Outstanding checks: $3.00 check #13073 and $50 hall rental refund for Bill Chizek. Knutzen will check
with Chizek if a check needs to be reissued. MOTION: Neubert/Rettler to void check #13073 for $3.00.
All said aye. Motion carried.
g) Clerk Presents Bills and Transfers Money to Pay Bills–
MOTION: Neubert/Rettler to accept the Treasurer’s Report, approve and pay the bills, and to transfer
$555,500.00. All said aye. Motion carried. Transfer slip was signed.
h.) Setup Free Tire Recycling and Scrap Metal Collection for Saturday, April 15, 2017–Neubert will call to
have the collection bins available. Put notice in paper 1-week before collection day.
i.) Town Hall –RJM Construction Pavilion Plans/Storage Shed – Tabled until the next Town Board meeting.
j.) Roads–Set Date to Install Weight Limit Signs on Town Roads–Date not set at this time, leaving the date
open to the discretion of the conditions. Town Board will contact the clerk when a posting needs to be
Clerk was contacted that the speed limit sign on Ballard Rd is down. It’s the first sign South of Hwy 54. Neubert will look into this situation.
k.) Planning Commission – February 23, 2017 Planning Commission Meeting 6:00 p.m.
--Creation of Base Farm Tract Map – Planning is working on.
--Official Zoning Map needed according to approved Ordinance #01-2015 –
--Comprehensive Plan Yearly Implementation of Chapter 12 in 2017–
--Nathan Riehl – Purchasing 20 acres of Land Locked Land on Ott Rd for New Home, Requesting
Variance/Approval – Nathan attended the Planning Commission meeting. The property is land locked
farmland, surrounded by farmland, and zoned exclusive agriculture. Request denied. Take off agenda.
--Zoning and Planning Consultant – Tabled until the next board meeting.
Tomorrow morning at 8:30 a.m. a telephone meeting is scheduled for the Chairman and Clerk to discuss with Traci Meulemans and Dave Johnson (County Planning Dept.) and County Property Lister, mapping requirements needed with creating the town’s Base Farm Tract Map.

n.) Ryan Rohan – Hwy 54 Recycling Compliance Results –No updates given.
o.) Elections: New Election Equipment Procurement for 2018 –County Clerk is looking into purchasing new
election machines. Our touchscreen Edge machines are 10-years old and the Eagle Insight tabulating
machines (which we do not have) will no longer be certified by the end of 2018. The County Clerk was
hoping to have the County pay for the new election machines while the municipalities would pay for
the yearly maintenance fees. The County Finance Committee wants to know if the municipalities could
pay a percentage of the equipment since it is the town’s responsibility to have the machines. No
meetings have been scheduled to review the two certified choices of machines which use paper
driven ballots. No touch screen tabulation machines have been certified at this point.
Clerk will notify the County Clerk’s Office that two machines will be used for the April 4, 2017 Spring Election.
p.) Review and Revise the Records Access/Fee Ordinance – Clerk is getting more information regarding the

r.) Renew Building Inspector Contract, All State Inspection, Paul Hermes – 3 Year Term 4/8/2017 – 4/8/2020 –
Clerk has contacted Paul and he had no changes with the fee rates.
--Act 211 Electronic Building Permit System/Reporting/Standard Form -- Clerk will contact Paul to
determine if he would take care of entering the new one and two family homes in regards to Act 211
requirements starting 1/1/2018 in the state system. Rettler could fill out the uniform building permit form
and forward, as soon as possible, to Paul Hermes to enter in the state system according to the time limit
requirements. If needed ask Paul to attend our next board meeting.
s.) County Preliminary Consultation Checklist Reports or Certified Survey Map (CSM)
--Walter Hess 010-040700 and 010039900 – This will be reviewed at the next Planning Commission
-- CS Rentals LLC 010-0722-01 – At the 1/26/2017 Planning Commission meeting the following motion was
made: MOTION: Garvey/Lemke the CSM for CS Rentals is approved by the Planning Commission and
sent to the Town Board. All said aye. Motion carried.
No CSM permit received, Clerk will contact surveyor.
MOTION: Retter/Neubert to allow the split. All said aye. Motion carried. Clerk will send back the CSM
once the permit is received and signed by the town board.
t.) Garbage/Recycling Contract Ending 12/31/2017 with Harter’s Fox Valley Disposal – Tabled until the next
MOTION: Neubert/Rettler to approve the We Energies permit WR3956572. All said aye. Motion carried.
The next town board monthly meeting will be Thursday, March 16, 2017 at 7:00 p.m. instead of Monday, March 13.
Correspondence taken care of.
Received the County 2016 pay back tax collection for taxes paid in regards to the Helsner property.
Letter went out to Richard Knutson, County Rd PP, Parcel # 010-0286-01 stating that his property is zoned general agriculture.
Assessor Association $100.00 contribution to causes. Motion: Neubert/Rettler to support and donate $100.00 to the WI Independent Assessor Association. All said aye. Motion carried. Talk to assessor. Pay $100.00 at the next month’s board meeting.
Total Bills for February 2017: Fox Communities Credit Union = $555,450.90
