Public 2016 Budget Hearing
Wednesday, November 11, 2015 7:00 p.m. Town Hall
The hearing for the 2016 Budget was called to order at 7:00 p.m. by Chairman Dan Knutzen. Officials Present: 1stSupervisor Dan Rettler, 2ndSupervisor Tom Neubert, Clerk Karen Herman, and Treasurer Jeri Ohman. Town resident Dennis Roskom was present.
The agenda was posted according to the open meeting law in the ACN/Times Press newspaper the week of October 26, 2015. The agenda was also posted at the three posting places, Town website, and the Town Hall front door on October 19, 2015.
The Income and Expenditure categories and budget plans were reviewed.
The Town Board will review and approve the 2016 budget tomorrow, November 12, 2015 at the monthly Town Board meeting which starts at 7:00 p.m.
MOTION: Rettler/Neubert to adjourn at 7:05 p.m. All said aye. Motion carried.

To approve the 2015 Town “tax levy” to be paid in 2016

Immediately following the completion of the Public Hearing on the proposed year 2016 budget, Dan Knutzen called the special town meeting of the electors to adopt the 2015 Town “tax levy” to be paid in 2016 to order at 7:05 p.m.. Officials Present: Chairman Dan Knutzen, 1stSupervisor Dan Rettler, 2ndSupervisor Tom Neubert, Clerk Karen Herman, and Treasurer Jeri Ohman. Town residents Dennis Roskom was also present but left at 7:12 p.m. before the meeting ended.
The agenda was posted according to the open meeting law in the ACN/Times Press newspaper the week of October 26, 2015. The agenda was also posted at the three posting places, Town’s website and at the Town Hall’s front door on October 19, 2015.
Total proposed budget of income and expenses for 2016 is at $358,568. Expenditures for 2015 were $367,224 which is a 2.35714% decrease for 2016.
2014’s assessed value (includes real and personal property) was $95,770,100. The 2015’s assessed value is $92,753,700. This is a decrease value of $3,016,400 which is a 3.14962% decrease of assessed value for 2015.
The Mil rate was $2.115148 for 2014. The Mil rate for 2015 is $2.227048. This amount has increased by $.1119 from the previous year.
The allowable levy for 2015 payable in 2016 is $205,106 which includes $2,538.18 of net new construction. We would like to exceed the levy limit to include an additional $1,461 which was the net new construction amount last year. This would be an additional .721% increase for a total of $206,567. The Town Board supports the increase. Resolution #11 was approved on October 12, 2015 and posted at our 3 posting places on October 13, 2015 to Propose Exceeding the Levy Limits.
A show of hands was done to approve exceeding the levy limit by $1,461.00, the previous year’s unused levy which was the net new construction for 2014 payable 2015. This was the allowable increase which the Town Board did not use last year. 5 aye; 0 nay; 1 abstaining or not voting. Approved.
A show of hands was done to approve the 2015 town tax levy paid out in 2016 which is $206,567:
5 aye; 0 nay; 1 abstaining or not voting. Approved. Chairman and Clerk signed resolution.
